Israeli media reported that the plan approved by the civil administration included a shopping centre, a school with special needs and several infrastructure projects and some alterations to existing West Bank settlements. Many international communities consider Israeli settlement illegal under international law and an obstacle to the establishment of peace with the Palestinians. After occupying the region in the 1967 Middle East war, Israel has built dozens of settlements in the West Bank where more than 400,000 Israelis live alongside some 3 million Palestinians. Palestinians see the West Bank as a key part of a future independent nation. Peace talks between the two sides have been stalled for several years. The US has urged both Israel and Palestine to refrain from actions that hinder peace efforts. These also include the construction of settlements.
